POSITION DESCRIPTION – MANAGER, PAYROLL & BENEFITS POSITION OVERVIEW Reports to: Senior Director, Global Total Rewards Location: Vancouver Preferred While Vancouver, BC is the preferred location, we are open to diverse applicants from across Canada who will be a great addition for our culture at Eldorado on a remote basis. POSITION SUMMARY The Manager, Payroll & Benefits, reporting to the Senior Director, Global Total Rewards, will have full accountability for providing reliable, responsive, accurate and timely payroll and benefits services in support of the corporate head office with its locations in Vancouver, Canada and Amsterdam in the Netherlands. The incumbent will further be responsible for all related expatriate payroll and benefits as well as payroll tax and reporting related services. The incumbent will lead the consolidation of payroll and benefits processes for Canadian, Netherlands, and Expat payrolls and liaise with several internal and external stakeholders regarding a variety of matters, including but not limited to; wages, benefit and pension plans, long-term incentives, taxation, reporting and HR technology/HCMS. KEY RESPONSIBILITIES The Manager, Payroll & Benefits will be responsible for, but not limited to, the following: Payroll & Benefits Lead a team that is accountable for processing semi-monthly, monthly and year-end payrolls in a timely and accurate manner using a combination of SAP Success Factors (Canada) and Tentoo (Netherlands). Lead a team that is accountable for accurately processing expat payroll entries in collaboration with site payroll and HR while ensuring adherence to all relevant policies and procedures, permits, and regulations. Lead a team that is accountable for the administration of Canadian and expat benefits programs. Responsible for verifying the payroll data for accuracy, correcting any errors or omissions, and ensuring the completion of the semi-monthly and monthly payrolls by the strict time-sensitive deadline. Project management of Canada, Netherlands and Expat payroll improvement projects including the implementation of SAP Success Factors and other solutions as required. Manage and administer all Canada, Netherlands, and expat employee health and wellness programs, including extended health benefits, insurances, and paid time off. Management of Savings Plan and DC SERP program including plan documentation, administration, investment decisions, employee communications, reporting requirements, and coordination of the pension/savings plan committee. Manage plan design changes as required. In collaboration with the Corporate and regional Total Rewards teams, lead the review of the Canadian benefits harmonization project (Corporate, Saskatchewan and Quebec) including design, benchmarking, recommendations, and implementation, as required. Lead payroll and benefits process improvement and documentation. Manage relationships with various payroll and benefits service providers. Liaise with tax advisors to ensure accurate tax reporting and deduction processes. Liaise with regional payroll teams and Global Mobility to coordinate expat payroll processes. Ensure compliance with audit and statutory requirements. Ensuring process documentation is in place for all payroll and benefits processes. Managing payroll and benefits function to minimize risk by ensuring cross training and back-up processes are in place. Deliver a high standard of employee experience on all payroll and benefits matters. Responsible for all aspects of employee pay and benefits, including employee communications, onboarding and departures. Maintain detailed records and documentation of payroll functions for audit purposes, in accordance with statutory requirements and company taxonomy. Collaborate with the HR team on employee leaves to ensure ESA compliance. Provide ongoing feedback and mentorship to the Payroll & Benefits team to ensure high performance and support employee development. Tax & Reporting Manage all payroll and benefits related to taxes and reporting. Lead a team that is accountable for: Balancing earnings and deductions totals, inspecting automated system outputs such as registers and standard reports, determining and correcting out-of-balance conditions, journal entries, and benefits reconciliations. Preparing, submitting, and filing tax/premium reports to respective government agencies as well as internal/external reporting to 3rd party vendors. Preparing Record of Employment according to current Service Canada instructions and legislation. Responsible for issuing and distributing annual T4 tax forms, all year-end reporting, and resolving any resulting PIER reports. Coordinate with tax consultant for salary splitting of employees in multiple jurisdictions Responsible for serving as a senior liaison for site payroll-related matters with superior customer service. Liaison with Finance on payroll-related matters. Continuous Improvement Review payroll and benefits programs, vendors, systems, processes and controls, make recommendations, implement improvements, and enhance process documentation. Subject matter expert when participating in payroll projects and integration efforts. Performs other related duties as assigned. Support HR and Global Mobility projects as needed. National Payroll Institute PCP designation required; professional credits maintained annually. Experience with SAP Success Factors payroll. Proficiency with Microsoft Office applications. Strong organizational, multi-tasking and priority management skills. Ability to positively contribute to a team environment, contributing to shared team goals. Ability to effectively investigate & problem solve technological issues related to payroll processing. Ability to meet deadlines while maintaining an impeccable level of accuracy, quality and meticulous attention to details. Superior customer service skills. Excellent communication skills (written and verbal). Exhibits a high level of professionalism (tact, discretion, and to be entrusted with confidential information), excellent interpersonal, analytical and follow-up skills. Proactive, results-oriented, and resourceful. Self-motivated in keeping abreast of legislative and regulatory changes. Proficient with methods, principles and best practices involved in the preparation, calculation and processing of payroll. Assets: Expat payroll experience is an asset. The salary range for this position is $143,000 to $175,000. The actual base salary offered is determined based on the successful candidate’s relevant experience, skills, and competencies, taking into consideration internal equity. Qualified candidates with the required qualifications and relevant experience can expect an offer between the minimum and around the midpoint of the range. Progression toward the higher end of the range is based on higher qualifications and experience or demonstrated performance in the role.
