POSITION SUMMARY

Reporting directly to the Controller, the Accounting Manager, Financial Planning and Analysis (FP&A) supports the Financial Services department by performing financial analysis, documenting process and internal controls and assisting in developing financial reporting.  The Accounting Manager, FP&A is responsible for reviewing financial business processes and making recommendations for improvement.

EDUCATION/EXPERIENCE

  • Member in good standing with CPA, holding a professional accounting designation
  • Degree from a recognized post-secondary institution, in Business or a related discipline
  • Specialized knowledge of Public Sector Accounting standards and requirements
  • Experience in budgeting, financial analysis and forecasting
  • Experience working with First Nation communities/people considered an asset
  • Equivalent combination of education, training and experience may be considered

REQUIREMENTS

  • Criminal Record and Credit Checks with results acceptable to WFN
  • Maintains a high level of confidentiality and uses discretion on all matters relating to the affairs of the Westbank First Nation

JOB DUTIES/RESPONSIBILTIES

  • Prepares forecasts for cash management, investing, borrowing and long-range planning activities
  • Reviews and documents financial business processes through-out the organization and recommends improvements to achieve efficiencies and ensure strong internal controls
  • Provides assurance that financial operations are following Public Sector Accounting Board (PSAB) guidelines, Westbank First Nation (WFN) Constitution and Laws, WFN policies and procedures
  • Researches and provides advice to the Financial Services team on complex and emerging accounting and financial issues
  • Maintains accounting system, ensuring logical chart of accounts, reporting roll-ups, and proper complete use of system to ensure efficient and useful reporting
  • Conducts financial analysis by using predefined templates and calculations, evaluating and justifying the assumptions used in the analysis, and offering preliminary interpretations. Also creates templates to facilitate different types of analysis as needed
  • Assists with the production of year-end financial statements and notes for WFN and WFN Constitution, and prepares key working papers for the auditor’s package
  • In conjunction with the Controller, leads the budget development and review process and implements a streamlined budget process
  • Ensures budget deadlines are met
  • Assists in preparing communications materials that relay financial information such as charts and graphs for public circulation
  • Provides support related to financial matters of WFN, including review and mapping of financial transactions for purposes of financial reporting
  • Assists with other ad-hoc review, analysis, reporting, and support as required
  • Performs all duties and responsibilities in accordance with the Westbank First Nation policies, standards, and procedures

KNOWLEDGE/SKILLS/ABILITIES

  • Strong Microsoft Office skills with advanced proficiency in Excel and strong business case analysis experience
  • Experience with Corporate Planning and BI Applications, such as Cognos, Hyperion, Prophix and Power BI
  • Experience with Enterprise Resource Planning (ERP) of Financial Systems Implementations
  • Ability to prioritize and manage multiple projects and deadlines
  • Professional interpersonal, oral and written communication skills
  • Proven analytical skills. Excellent attention to detail with a high degree of accuracy
  • High level of critical and logical thinking, analysis and reasoning
  • Demonstrates a strong commitment to ethical behavior and honesty in all professional interactions
  • Consistently upholds company values and maintains transparency in reporting and decision-making
  • Well-defined sense of diplomacy, including conflict resolution and people management skills

The hiring range for this position is $96,911.03 to $116,293.23 annually.
