Anticipated Hiring Range: $5,463 - $6,055/month; $65,556- $72,660/year

Full Salary Range: $5,463 - $8,741/month; $65,556 - $104,892/year

About The Work Unit

The Executive Director's Office (EDO) is the backbone of the Colorado Department of Public Safety, providing effective administrative and management services to the Department's operating divisions.

The EDO Includes The Following

The Executive Director and Deputy Executive Director – Oversees strategic direction and operations for the department. Administrative Services Office - Provides division and department-level administrative and support functions encompassing accounting, purchasing and contracts, budget, logistics services (fleet, warehousing, material management and fabrication) and property services (property management, leasing, facilities maintenance, construction project management and insurance programs) to support the operations and programs of CDPS divisions. Human Resources Office - Supports recruitment, hiring, evaluation, benefits management, personnel actions, payroll and all other human resources functions. Compliance Office – Manages Departmental Policy, Risk Management, Workers Compensation Program, Workplace Investigations, Internal Auditing, Rulemaking, and ensures compliance with state and federal requirements and the State’s LESO 1033/1122 programs. Colorado Integrated Criminal Justice Information Systems – develops cost-effective information sharing services to provide access for criminal justice agencies while maintaining information security. CICJIS is a collaborative program designed to facilitate information sharing at key decision points in the criminal justice process. There are five participating CICJIS agencies: the Department of Corrections, Judicial, the Colorado District Attorney’s Council, the Division of Youth Corrections, and the Colorado Bureau of Investigation. Office of School Safety – assists local schools and communities to create safe and positive school climates for pre-k through higher education schools in Colorado.

The Administrative Services Office provides internal administrative support to the Divisions within CDPS and include the following sections:

Chief Administrative Officer’s office Accounting Services and Commercial Cards led by the Controller Budget and Policy led by the Budget Director Purchasing and Contracts led by the Purchasing Director Logistics Services Section led by the Logistics Director Property Services Section led by the Property Services Director

Fire Billing is one of seven financial teams that comprise the Accounting section of the Administrative Services Office within EDO. The fire billing unit provides financial and fire billing related administrative support to the Colorado Division of Fire Prevention and Control (DFPC); primarily the Wildland Fire Management Section (WFMS). All wildland fire related expenses and revenue are processed through the fire billing unit.

Hybrid Work unit core business hours, Monday - Friday, 8:00 a.m. - 5:00 p.m. with some flexibility available

About The Job

The purpose of this position is to provide supervisory process level decision making related to DFPC expense allocations and all wildland fire revenue. The position performs reviews of DFPC travel reimbursement submissions, payroll and credit card expenses. This role also manages the invoicing for all wildland incidents. This position determines when/if a journal entry is required for incorrect expense allocations. This position is required to understand the coding elements for each transaction including default and specific incident coding.

Key Responsibilities

Leadership and Supervision

Coaches, trains and mentors’ direct reports in processes, best practices, customer service expertise, field knowledge and the values of the Executive Director's Office, modeling commitment to and furtherance of both the DFPC and EDO mission. Sets performance expectations and standards for tasks. Develops performance management plans. Monitors performance and provides regular feedback to direct reports. Addresses performance shortfalls and encourages excellence on an on-going basis. Verifies employee time keeping. Monitors and approves leave. Initiates quarterly and annual performance evaluations by the required deadlines.

Provides leadership, direction and support for an Accountant I and Accounting Technicians performing cooperator, contractor and FEMA reviews. Delivers technical assistance and guidance as needed for all aspects of the fire billing tasks.

Travel Expense Reviews and Coding

Supervises expense allocations for DFPC travel. Reviews coding information applied to each individual and incident before approving the travel reimbursement. Responsible for understanding agency travel accounting practices including adherence to Fiscal Rule 5.1. Determines when or if a journal entry is required for incorrect travel expense allocations and prepares the journal entry for review.

Credit Card Expense Reviews and Coding

Supervises expense allocations for DFPC credit cards (aka commercial cards). Reviews coding information applied to each individual transaction. Responsible for understanding the correct coding for each charge based on the type of expense, date, individual and incident. Determines when or if a journal entry is required for incorrect credit card expense allocations.

Payroll allocation reviews and coding

Supervises the review and allocation of DFPC employee base, overtime, holiday premium pay, admin leave, critical incident pay, sick leave and annual leave related to WFMS incidents. Reviews coding information applied to each individual transaction. Responsible for understanding the correct coding for each charge based on the type of expense, date, individual and incident. Imports CORE data into the monthly payroll allocation template. Reviews the monthly payroll allocation template for accuracy. Determines if a journal entry is required for incorrect payroll expense allocations.

DFPC Equipment Expense Reviews and Coding

Supervises expense allocations for DFPC equipment on wildland incidents. Reviews all backup documentation, determines if expenses are valid and provides coding guidance. Responsible for entering and coding all equipment expenses in the Fire Business System. Responsible for understanding the correct coding for each charge based on the date, individual and incident.

Invoicing for Billable Costs

Supervises invoicing to external agencies (federal agencies, other states, counties, etc.) for all wildland incidents with reimbursable/billable costs. This includes paid expenses to both internal and external resources. Prepares the monthly CORE financial report that is utilized for comparison to the Fire Business System (FBS) invoicing program. Identifies discrepancies between CORE and FBS prior to beginning of the invoicing process. Determines when or if a journal entry is required for incorrect expense allocations to ensure accuracy in issued invoices.

Minimum Qualifications, Substitutions, Conditions Of Employment & Appeal Rights

Proven Experience, Knowledge, Skills

Six (6) years of relevant GAAP accounting experience which includes analysis of complex accounting and fiscal data as well as accounting system administration.

OR

A combination of related education (coursework requires 27 semester hours completed in accounting or auditing) and relevant experience reviewing, coding and invoicing complex transactions related to the work assigned equal to six (6) years. If you are using education to meet the minimum qualifications, transcripts must be attached at the time of application. Current, valid licensure as a CPA by the Colorado Board of Accountancy will count for six (6) years of the requirement. If you are using CPA licensure to meet the minimum qualifications, a copy must be attached at the time of application.
