What You’ll Do
Under the general supervision of the Director of Finance and Senior Finance Staff and within established policies, procedures and guidelines the Financial Analyst, Capital and Fixed Assets supports the Finance Department and Engineering Services for the accounting and reporting of fixed assets and capital work in progress of constructed assets along with the management of fixed assets.
The Financial Analyst will assist in the ongoing review and monitoring of internal control procedures in all areas of the finance department with a focus on capital works and fixed assets management.
This role is responsible for the identification, recording, valuation, accounting, reporting of timely capitalizing of capital projects and reconciliation and reporting of capital work in progress of constructed assets and assist in revaluation activities.
The Financial Analyst, Capital and Fixed Assets will:

Be responsible for the monthly and annual reconciliation of capital projects.

Create and oversee the management of capital projects to ensure spending is within targeted budget numbers in collaboration with the Engineering team.

Ensure capital spending follows established policies and is compliance to required targets.

Complete the capitalization process and ensure all required information is recorded and categorized into the respective asset classes.

Create and monitor capital project codes for approved capital spend and assists in set up of workorder codes for Engineering team.

Be responsible for the monthly reconciliation of actual spending to budgets to ensure spending is within the required limits.

Maintain the Commissions asset inventory lists to ensure accuracy and life cycle replacement strategies.

Complete annual physical audits of assets to ensure accuracy of information.

Complete the asset disposal and transfer process and ensures necessary approvals are in place.

Assist in the completion of Provincial planning and annual information collection related to fixed assets.

Ensure monthly account reconciliations are accurately completed for capital accounts and fixed assets accounts.

Generate monthly reports for the business such as asset listing, depreciation forecasts and spending forecasts.

Update Ministry Asset Management Information Database with new asset information from replacement/repair invoices, works in partnership with Engineering Managers from the financial perspective.

Be responsible for the management of key financial accounts and month end processes, complete necessary month end journal entries and account reconciliation.

Review monthly labour costing rates/hours to ensure completeness of information as related to the trades work order system.

Review and post into the general ledger from Unit 4 weekly timesheets submissions for completeness and accuracy.

Required to update key policies related to capital and fixed assets as required.

Create and manage current reporting tools within the ERP, document processes.

Provide financial support to senior financial managers in various areas of the accounting cycle.
Performs Other Related Duties
- Responsible to ensure that all workers under their control work in compliance with the Occupational Health and Safety Act, policies/procedures; monitors and follows up with staff i.e., health and safety compliance.
- Responsible for the maintenance of standard operating procedures in their respective areas
What You’ll Bring
- Post Secondary Degree or Diploma in Accounting or Finance.
- 1-3 years related experience in an analytical role working with financial information in Finance/Accounting.
- Previous experience in capital construction processes and fixed assets would be considered an asset.
- An understanding of internal control procedures and understanding of general ledger accounts;
- Proven advanced proficiency in Microsoft office applications (Excel, Power BI, Word) including data mining, analysis, and modeling capabilities.
- Expertise in Excel including but not limited to Pivot tables and V-lookups are required.
- Strong understanding of auditing and internal control processes and compliance to relevant legislation.
- Understanding of capitalization policies, Asset Retirement Obligation requirements and other relevant asset accounting procedures is preferred.
- Initiative and achieve results in a fast-paced, seasonally influenced, and unionized environment with a high volume of transactions.
- Advanced planning and organization skills with the ability to meet strict deadlines;
- Excellent oral and written communication skills with strong interpersonal skills.
