Position Summary The Property Manager provides leadership and oversight for the day-to-day operations and performance of UWCRC 2.0’s mixed-income, mixed-use residential and commercial housing portfolio. The role is responsible for achieving strong occupancy levels, effective revenue management, and full compliance with operating agreements, legislative requirements, and organizational policies while supporting the long-term sustainability of the properties.

Operating within a mission-driven, non-profit housing environment, the Property Manager works collaboratively with internal teams, community agencies, and funding partners to foster strategic partnerships that support tenant stability and inclusive housing outcomes. The position plays a key role in regulatory compliance and accountability, ensuring accurate program administration, documentation, and reporting to government and funding stakeholders.

Through proactive operational leadership, sound decision-making, and relationship management, the Property Manager contributes to asset stewardship, operational excellence, and the successful delivery of safe, affordable, and community-focused housing aligned with UWCRC 2.0’s organizational mandate.

Qualifications High school completion with post-secondary education in property management, business administration, or a related field (college, university, vocational, ARM, or equivalent experience considered). Minimum 2–5 years of residential property management experience. Strong working knowledge of the Manitoba Residential Tenancies Act Experience with property management software – Yardi preferred. Demonstrated organizational, analytical, and problem-solving skills. Effective communication and leadership abilities with a professional and respectful approach. Ability to manage shifting priorities, deadlines, and competing operational demands. Proficiency with Microsoft Office (Word, Excel, Outlook).

Key Responsibilities Property Operations & Tenant Management Oversee daily operations of assigned residential and commercial properties. Maintain high occupancy levels through effective leasing, marketing, and tenant retention practices. Manage tenant relations, including responding to inquiries, resolving concerns, and maintaining professional communication. Enforce lease agreements, building policies, and regulatory requirements. Coordinate and administer evictions in accordance with legislation and organizational procedures. Conduct regular property inspections to ensure safety, cleanliness, and maintenance standards are maintained. Leasing & Administration Market vacancies, conduct showings, and manage all aspects of the leasing process. Review and approve rental applications in accordance with policy and program requirements. Complete income testing and rent calculations for new applicants and renewing tenants. Manage unit turnovers, move-ins, and move-outs, ensuring timely preparation of suites. Maintain accurate tenant files and documentation in both electronic and physical systems. Prepare operational and leasing reports as required. Financial Management Manage rent collection, security deposit, arrears follow up, deposit refunds, and payment processing. Review rent rolls and ensure financial accuracy of assigned properties. Coordinate collections processes and follow established procedures. Maintain awareness of property financial performance and support budget objectives. Ensure compliance with rent supplement and subsidized housing program requirements. Marketing & Lease Up Support · Support leasing strategies for both stabilized properties and new developments · Conduct market research to inform rental pricing and positioning · Coordinate lease up activities and manage tenant onboarding · Support marketing initiatives, website development, updates and promotional materials Team Collaboration · Participate in pre development and design consultations for upcoming properties with reference to the lessons learned to ensure standards are followed. · Provide guidance, training and oversight to leasing and operational staff. · Collaborate with maintenance, finance, and development teams to ensure operational continuity and efficiency. · Provide cross-portfolio operational support as required. Regulatory Compliance Maintain strong knowledge of the Manitoba Residential Tenancies Act and landlord-tenant obligations. Prepare documentation and represent the organization at Residential Tenancies Branch hearings, mediations, and appeals as required. Ensure compliance with operating agreements, funding requirements, and internal policies.
