About the role
As a senior level financial partner, the Supervisor of Finance Partnerships and Operations plays a key role in supporting departments in budget development, financial analysis and reporting, while ensuring alignment with the County’s corporate business plan and priorities. This position collaborates across departments to consolidate operating and capital budgets, evaluate financial performance and translate strategic objectives into actionable financial plans that support long term objectives.
Key Responsibilities:
- Directly supervise unionized employees (approximately 20 direct reports), including hiring, assignment of work, performance management, disciplinary actions, and the handling of grievances and labour relation matters
- Provide senior-level financial advice to department leaders and staff, contributing to budget development, forecasting and financial reporting
- Collaborate with departments to understand financial needs, offer guidance on financial programs and policies, and connect teams with appropriate resources or subject matter experts
- Support departments in aligning financial planning with strategic goals and the corporate business plan, translating strategic objectives into actionable financial plans that support long term outcomes
- Provide operational financial guidance to department managers, focusing on day-to-day fiscal management, compliance and practical application of financial policies
- Interpret financial information to support routine decision-making and ensure departments understand the fiscal impacts of their activities within established frameworks
- Analyze financial data, historical performance and emerging trends to support strategic planning and decision-making. Recommend cost optimization strategies and efficiency improvements aligned with County procedures
- Monitor compliance and recommend improvements to internal controls, transparency and risk mitigation
- Lead the consolidation of annual operating and capital budgets for assigned departments, evaluate budget performance and identify opportunities for cost optimization and improved financial stewardship
- Support analysis of monthly and quarterly financial results across branches and cost centres, recommending actions to address variances and emerging priorities
- Enhance internal reporting systems and processes in alignment with the financial reporting branch to ensure accurate and efficient data management
- Provide financial insights and scenario modeling to support corporate initiatives, including service level reviews, transformation projects and cross-departmental collaborations
- Participate in corporate planning cycles, contributing financial expertise to the development, monitoring and evaluation of strategic priorities
- Lead and mentor a small team of high performing accountants and coordinate workloads to ensure tasks are completed efficiently and in accordance with County policies
- Foster a culture of engagement and continuous improvement, to strengthen organizational effectiveness through financial insights, grant coordination and cross-functional collaboration
Qualifications and Skills:

Chartered Professional Accounting designation

Post-secondary degree with a minimum of seven years of relevant post-designation experience, or diploma with a minimum of nine years of relevant post-designation experience

Strong understanding of relevant municipal and provincial legislation, public sector practices and government operations, including the ability to develop and implement policies in compliance with legislation

Solid knowledge of Generally Accepted Accounting Principles (GAAP), the CPA Handbook, Public Sector Accounting Standards (PSAS) and the Municipal Government Act

Extensive knowledge of financial analysis, budgeting, forecasting and reporting techniques

Demonstrated expertise in advising and coaching decision-makers in strategic financial and business planning, and in delivering financial management services

Proficiency in integrated Enterprise Resource Planning (ERP) systems, Oracle Cloud preferred, with strong skills in MS365
