POSITION SUMMARY

Reporting to the Tax Officer, the Taxation Clerk is responsible for supporting the administration of the Westbank First Nation (WFN) property tax roll, tax accounts, the preparation of the property tax notices, and assisting the public with taxation questions. This position relies heavily on for having accurate and updated data that are easily accessible through a digital database.

EDUCATION/EXPERIENCE

  • Grade 12 or equivalent
  • Post-secondary education in Government Administration or related field is preferred
  • Tax administration courses (or willingness to obtain) are considered an asset
  • Local government or municipality experience is considered an asset
  • Previous experience working with a First Nation community or people is considered an asset
  • An equivalent combination of education and experience may be considered

REQUIREMENTS

  • Acceptable criminal record and credit checks required
  • Maintains a high level of confidentiality (specifically in reference to Taxpayers) and uses discretion on all matters relating to the affairs of the Westbank First Nation

JOB DUTIES/RESPONSIBILTIES

  • Answers queries from ratepayers and public clientele
  • Review and process British Columbia Assessment (BCA) data
  • Coordinates and updates mortgage tax information with lending institutions
  • Enters appropriate tax information for tax notices (i.e. due date, penalties, etc.), as well as confirms sewer fee and rates
  • Checks building permits for new improvements to taxation and sends to BC assessments
  • Uploads BC assessment downloads and reviews
  • Ensures the processing of online payments and electronic homeowner grant
  • Assists with delinquent tax collection
  • Prints and mails tax notices plus ads advising of tax notices
  • Calculates and posts penalties on late payments
  • Prepares and sends notice to advise ratepayers of outstanding accounts
  • Assists Taxation Officer with processing delinquent tax collection such as:
    • Delinquent tax collections and liens by bylaw procedures
    • Schedules by bylaw requirements
    • Preparation i.e. personal property searches, advising interest holders, input liens into BC Online, prepare "notice" request to Lands Department
    • Filing Praecipe and Writ of Seizure and Sale in Supreme Court of B.C.
    • Coordinate collection with court appointed bailiff
  • Adjusts entries to receivables (i.e. NSF cheques, additional fees, write offs)
  • Applies prepayments, post credit interest, and delinquent interest to arrears to be included on tax notices, Local Improvement charge on Exempt properties
  • Performs other related duties as required and in accordance with the Westbank First Nation policies, standards and procedures, and as directed by the Taxation Officer

KNOWLEDGE/SKILLS/ABILITIES

  • Excellent knowledge of word processing tools and spreadsheets (MS Office Word, Excel etc.)
  • Working knowledge of Laserfiche for content management, business process automation and data analytics
  • Working knowledge of office equipment and computer hardware and peripheral devices
  • Basic understanding of databases
  • Great attention to detail
  • Excellent customer service skills
  • Ability to take direction and work with senior managers
  • Must demonstrate tact and firmness when collecting property taxes
  • Demonstrates a high degree of confidentiality in interpersonal interaction
  • Working knowledge of the history of colonization in Canada and its ongoing impact on modern issues affecting Indigenous Peoples
  • Working knowledge in communicating with Indigenous Peoples, demonstrating sensitivity and empathy, and awareness of how language choices can influence and impact conversations

The median salary for this position is $61,656.73
