The Opportunity: Are you a collaborative leader with a passion for financial excellence, continuous improvement, and team development? Toronto Police Service is are seeking an Accounting Operations Lead to play a key role in coordinating and delivering a broad range of financial services while ensuring accuracy, compliance, and exceptional customer service. In this role, you will provide leadership and guidance to a team, foster a culture of accountability and continuous improvement, and support the successful delivery of operational and strategic initiatives. You will partner with internal stakeholders and external consultants to lead projects, enhance processes, and drive efficiencies that contribute to the Service s success.
Duties & Responsibilities: Oversees and conducts quality control of financial transactions within Accounting Services including reporting and analysis and ranging in complexity. Provides guidance and advice to the team in addressing applicable Accounting Services issues/requests in accordance to legislation and policies. Supports the development, administration, maintenance and delivery of various services specifically as they relate to the promotion of and compliance with the Generally Accepted Accounting Principles (GAAP), Public Sector Accounting Standards (PSAB) and PCI-DSS, regulatory requirements, and Service By-Laws and Procedures. Coordinates year-end financial reporting and external audit documents with the Manager, Accounting Services completing various analysis and working papers for TPS Reviews and oversees reports and research completed by staff regarding business process issues. Manages research and analysis to identify control gaps and opportunities for process improvements and informs the development of work plans, effective solutions and process mapping, flowcharting and documentation. Contributes to the development and implementation of industry best practices, more efficient financial processes and procedures and the innovative use of new technology. Assists in the preparation of the Unit's annual operating budget and monitors the actual expenditures on an ongoing basis. Supports the development and enhancement of Finance/Accounting related Service procedures, as well as unit specific procedures. Leads a team of staff and ensures team members understand expectations; communicates schedule, tasks and discusses priorities of items Identifies initiatives and solutions to accounting and financial related challenges facing the Service, and plans and prioritizes them to implement organizational change. Assists with the development of Accounting Services operational risk mitigation strategy framework for implementation and change management within the Service. Continuously assesses financial risks due to internal control issues and develops risk mitigation strategies in consultation with Command and management. Develops and implements performance measures to assess the performance of the Unit in achieving its goals and objectives. Identifies, tracks and ensures resolution of complex problems relating to business processes and internal controls, escalating when necessary. Manages priority projects related to modernizing business processes, ensuring that projects are delivered on time and in support of the Service s goals and priorities and the City of Toronto s mandate including:Leading Consultation process Leading teams during project implementations. Leading vendor procurement process. Develop and prepare various tools and templates to track, monitor and evaluate several projects that are ongoing at the Service. Researches, evaluates and monitors training, workshops, and other educational and capacity building tools, coaching and programs designed to foster process improvements and risk mitigation. Escalates any complex or sensitive matters to the Manager, Accounting Services. Acts in absence of the Manager, Accounting Services, as required. Performs other related duties and responsibilities inherent to the job, as required.
Education & Experience: Degree in business, accounting, /economics, or a related discipline, and a Chartered Professional Accountant (CPA) designation in good standing, combined with five years of experience in progressively responsible accounting leadership roles, or an equivalent combination of education, training and/or experience. Demonstrated previous experience in a supervisory or management capacity. Certification/designation in project management or other related disciplines would be considered an asset.
Skills & Competencies: Considerable experience in SAP or similar ERP systems. Experience in Municipal/Public Sector is preferred Strong knowledge of GAAP, PSAB, PCI DSS and other regulatory requirements. Demonstrated advanced experience working with transactional services for all liabilities, assets, revenues and expenses, ensuring compliance with internal and external regulations Experience in KPIs, process mapping, flowcharting and writing procedures. Strong analytical, problem-solving skills with the ability to determine root causes and impacts. Strong supervisory skills to lead, train and motivate staff. Knowledge of project methodology and project management to plan, administer, coordinate and participate in various projects and initiatives is an asset. Previous experience with Project Management principles and practices, including implementation experience is considered and asset. Able to self-manage workload and prioritize tasks as an ongoing challenge in a frequently fluctuating workload and multiple deadlines A team player who works collaboratively with coworkers as well as internal and external stakeholders. Ability to adapt to and lead change management Demonstrated organizational skills. Experience working with and drafting project plans, communications plans, evaluation plans and measurement plans, as well as conducting risk analyses.
