Major Responsibilities

To perform weekly balancing of Payroll run for Accounting GL upload; prepare reconciling entries. To prepare payroll remittances, including creating related journal entries. To manage payroll benefit deductions including timely reporting and remittance to providers. To manage payroll garnishments including timely reporting and remittance. To maintain payroll GL balances, perform GL analysis and reconciliations, prepare adjusting journal entries. To reconcile and report the payment of Retiring Gratuities based on Ministry’s requirements. To coach and guide the Audit Payroll Representative responsible for preparation and reconciliation of payroll remittances and LTD benefit deductions. To coordinate with the Senior Payroll Representative and Supervisor to identify and resolve payroll issues. To perform daily check of payroll banking, reconcile payroll bank accounts, verify transactions, prepare journal entries based on reports. To coordinate with Accounting Department for all stopped Payroll payments, e-transfer requests and e-transfer receipts. To prepare and update a payroll cash flow forecast for Finance and Accounting. To assist in annual T4 preparation and reconciliation. To be responsible for Government reporting as it relates to payroll: CRA PIER responses, EHT Annual return, Statistics Canada reports, amended T4/T4A and any other payroll or payroll tax related items. To assist with audit, year-end, and Ministry reporting. To perform other duties as required.

Line of Responsibility: Responsible to the Manager, Payroll Services

Education, Experience, And Qualifications

A four-year university degree in accounting is required. Working towards an accounting designation is an asset. Minimum five years accounting experience including accounting for payroll is required. A Payroll Compliance Professional (PCP) or Certified Payroll Accountant (CPA) designation is an asset. Good knowledge of Microsoft Office with advanced knowledge of Excel, accounting and payroll software is required. Proficient verbal and written communication and interpersonal skills are required.

Leadership

Supervision or people management is not an expectation of this role. Provides guidance, direction, training, and reviews work of Payroll Representative, Audit and Reconciliation. Responsible for sharing skills and educating department staff as it relates to payroll processes and procedures. Communicates private and confidential information with Board staff, system leaders, and external agencies including CRA, Ministry of Finance and auditors as it relates to payroll processes and related data

Accountability And Decision Making

Responsible for adherence to Board policies and procedures, collective agreements, and generally accepted accounting principles. Decisions made can have an impact on financial reporting. Risks include incorrect information or late submissions of reports to the CRA, Unions, and pension boards which can result in penalties. Responsible for reviewing and organizing existing processes and reporting activities on the payroll system. Ensures timely and accurate preparation of remittances, reconciliation, and journal entries and resolves and corrects issues as necessary.

Working Conditions

Typical corporate office environment. Requires use of technology and computer equipment for prolonged periods.

Important Information For CUPE 1734 Members

LA.11.7 Those twelve (12) month employees filling vacancies as a result of their applying to a job posting are to remain twelve (12) months at their position. Ten (10) month employees are to remain in their position until the end of the school year. This requirement can be waived with permission from the Superintendent responsible for Human Resource Services. This does not prevent employees from applying for a position or from applying for a promotion during the twelve (12) month period.
