As a Senior Corporate Consultant, reporting to the Leader, Business Planning and Budget Adjustments. You will plan, coordinate, and deliver the 4-year budget cycle and annual budget adjustments from start to finish. You will coordinate contributions across the organization and ensure budget requests are assessed consistently against corporate priorities and financial limits. You will lead the development of a clear, recommended budget and prepare the reports and presentations that support Executive Leadership Team (ELT) and Council decision making and approval. Primary duties include:
Design the process, set timelines and expectations, and coordinate work across the organization to ensure a complete and recommended corporate budget is delivered for Council approval each year. Provide functional leadership to a large group of budget process contributors across the corporation, including business units, Communications, Risk, Capital Investment Planning, Performance Measurement and Reporting, Business Strategists, and the Corporate Budget Office's Business Planning Consultants and Analysts. Ensure the corporation can move from many individual requests to one approved corporate budget each year. Lead the preparation of high-stakes reports, briefing notes, and presentations for ELT, Council Committees, and Council, often under short timelines and significant scrutiny. Develop templates and ensure submissions are consistent, defensible, and decision ready. Responsible for synthesizing inputs and clearly explaining the consequences of advancing, deferring, or rejecting budget proposals. Use professional judgment to understand what the analysis means for the organization as a whole. This includes identifying risks, tradeoffs, and broader impacts, and determining how evidence should inform options and recommendations. Lead the development, refinement, and implementation of standardized corporate frameworks that support business planning, budgeting, and governance. Present and facilitate discussions with senior leadership and elected officials, translating complex technical, financial, and policy information into accessible, decision ready communication. Influence enterprise-wide decisions in politically sensitive and high-profile environments, working across departments to build consensus, manage competing priorities, and support informed Council and Executive Leadership Team decision-making.
Qualifications A degree in Business, Public Policy, Economics, Political Science, Education, Communications, Business Administration, or related field plus at least 8 years of relevant experience in policy and program management, strategic planning and project management, facilitation, change management; OR A master's degree in Business, Management, Public Administration, Political Science, Social Sciences, Law or a related field, plus at least 6 years of relevant experience in policy and program management, strategic planning and project management, facilitation, change management. Experience preparing and delivering complex reports and presentations to senior management is required. Proficiency in Microsoft Office (Word, Excel, PowerPoint, and Outlook) and Microsoft SharePoint would be considered as asset. Success in this position requires excellent strategic, critical thinking, problem-solving, interpersonal, and communication skills. Well-developed political acumen, together with the ability to deal effectively with organizational dynamics and politics, and an understanding of the complexities of decision making in the public sector. Workstyle This position may be eligible to work from home for at least part of the time as one of several flexible work options available to City employees.
