Currently, The City of Whitehorse has an exciting opportunity for a Supervisor of Accounts Payable/Procurement who wants to further their career in a challenging role.

As the Supervisor of Accounts Payable/Procurement, you will supervise city-wide procurement activities with a focus on ensuring adequate accounting treatment and controls are in place and compliance with relevant legislation, internal financial administration controls, policies and procedures.

Responsibilities will include, but are not limited to:

  • Planning, organizing, evaluating and supervising procurement and accounts payable activities to ensure accuracy, timeliness of information, and compliance with governing legislation, internal financial administration controls, policies, and procedures.
  • Providing leadership and participating in procurement activities city-wide including the provision of training.
  • Reviewing, revising, evaluating and communicating procurement policies, procedures, and contract law.
  • Providing status of financial condition by compiling and analyzing information, reconciling accounts, preparing journal entries, preparing reports, and assisting with year-end preparation.
  • Identifying, analyzing, and recommending the appropriate accounting treatment to record expenses and/or potential liabilities.
  • Supervising and providing leadership in all human resource areas including recruitment, training, and performance management.
  • Participating in complex contract termination claims and dispute settlements.
  • Responding to enquiries from the public, contractors, and staff related to procurement activities.
  • Developing, managing, and maintaining supplier relationships.
  • Overseeing and maintaining city-wide signing authority and purchasing card activities.
  • Overseeing and maintaining procurement ERP system software and inventory management records from a financial perspective.
  • Ensuring, so far as is reasonably practicable, that safety procedures and standards are followed by personnel throughout the department. 

In order to qualify for this role, you will have a Degree in Business Administration with an emphasis in Accounting and Supply Chain Management along with 5 years progressive accounting and procurement experience which includes at least 2 years experience at a supervisory level. An equivalent combination of education, training, and experience may be considered.

It is imperative that you have strong interpersonal, change management, leadership, and conflict resolution skills. Similarly, strong multi-tasking abilitiesanalytical skills, and attention to detail are essential. Comfortable with ambiguity, you must have strong communication skills and bring a positive attitude to everything you do.
