Your challenge

You must perform all activities specific to your assignment in accordance with CBC/Radio-Canada policies and procedures, as well as with Generally Accepted Accounting Principles (GAAP), government rules governing employment income, and good business practices.

You provide a high degree of specialized support to French Services and Head Office directors and executive directors in planning, budgeting, management reporting, and financial forecasting. You conduct detailed, complex analysis and research of financial information and other non-financial data to support those activities. You work with the various levels of Finance and Administration (Head Office, regions, English and French Services) to gather information that supports the results of their analysis. Ensure that the information provided adheres to accounting policies and practices, identify deviations, and recommend changes.

What you do:

  • Prepare and analyze within prescribed timeframes thorough, reliable financial reports that incorporate data on actual results (past and present), budget data, and forecasts. Provide comments and point out major discrepancies. Advise and work with managers to promote better financial control.
  • Coordinate the department's accounting activities to complete monthly, quarterly and year-end accounting, including preparing year-end reports and appendices, as well as special reports for the Senior Executive Team, Board of Directors, CRTC licence renewal hearings, and external clients.
  • Work with managers in planning, coordinating and participating in the various steps of the budget process.
  • Consolidate comments and financial data from the department served.
  • Provide clients with constant, ongoing service so as to facilitate their operations, as well as assist departmental managers and administrators in managing their resources in accordance with CBC/Radio-Canada policies.
  • Ensure the implementation of all management tools enabling administrators and departments to plan and manage their resource envelope effectively. Ensure the links and completeness of data among the various systems needed for the department's financial management.
  • Update budget movements in the various financial systems, as well as the table of program and episode numbers (if applicable), ensuring they are linked to the appropriate accounts. Develop and update monthly performance indicators for the Dashboard, analyzing them and making recommendations to increase the department's operating efficiency. Ensure that the accounts in the general chart of accounts are reviewed and reconciled monthly.
  • Provide training to clients on integrated financial systems and ensure proper use of these systems.
  • Communicate and explain amendments to financial policies and procedures, as well as the impact of these changes on the financial situation.
  • Supervise and direct accounting officers, clerks or other staff reporting to you. Evaluate their performance and determine training requirements.
  • Ensure that all journal entries are prepared and submitted within the prescribed deadlines and that controls exist to validate and authenticate entries. Authorize accounting entries prepared by the department's accounting officers.
  • In addition, provide clients with effective, efficient financial services; i.e., explain financial policies, ensure that you have the required supporting documents to record expenses, respond to all special requests, and inform clients of the financial impacts of their decisions. Make recommendations to departmental administrators on budgets and forecasts.
  • Depending on the assignment, approve purchase requisitions and payments to suppliers/contractees.

Qualifications

We are looking for a candidate with the following: 

  • University degree in finance or accounting and a CPA-recognized accounting designation (CA, CMA, CGA).
  • Three to five years of experience in a similar work environment.
  • Excellent knowledge of accounting principles and their application, coupled with an ability to perform rigorous, in-depth analyses.
  • Broad knowledge of computer applications such as Excel and Access; basic knowledge of the SAP system.
  • Knowledge of CBC/Radio-Canada systems, policies and procedures.
  • Knowledge of English and French (functional).
  • Creativity, judgment and continuous improvement focus.
