Effective April 1, 2024 the salary range for this position is $82,217 to $121,155 per year in compliance with AMAPCEO collective agreement provisions. The new rates, effective retroactive to April 1, 2024, were recently confirmed and dates for implementation of the new salary rates are still to be determined.

The highly-motivated and skilled team within the Accounting and Reporting Unit plays an important role in implementing a modern controllership and financial management framework by leading the ministry in establishing and maintaining an effective system of internal controls to ensure reliable financial reporting, compliance with policies & directives, and effective operations.

We are the Ministry's accounting & controllership experts and we provide subject matter expertise on a broad range of accounting & controllership standards, and oversee their effective implementation. We also provide oversight and control over corporate financial systems, lead the accounting & financial reporting functions, act as the ministry's corporate payment support lead, lead the development of financial management reports, implement the annual Certificate of Assurance process, and develop and implement the Delegation of Financial Management Authority Framework.

o prepares ministry financial statements for inclusion in the province's Public Accounts
o leads corporate accounting & reporting functions including monthly close, accounts receivable write-offs, journal entry reviews
o implements financial management policies and accounting standards
o leads the ministries' revenue forecasting and planning
o liaises with the external auditor and program areas to lead the ministry through the Public Accounts audit

What can I expect to do in this role?

You will:
- provide specialized financial accounting expertise, analysis, and leadership for the consolidation of ministry financial statements to meet central agency provincial reporting requirements
- lead the development and implementation of related accounting and reporting policies, business processes, financial information and reporting systems, and stakeholder training materials
- lead accounting and reporting functions and specialized financial services for the ministry
- provide technical leadership and specialized technical expertise on the identification and mitigation of risks and on critical financial impact to the ministry
- provide guidance and leadership to staff in the unit including assigning and tracking work, establishing priorities, monitoring performance, monitoring progress and coaching to help staff improve performance
- provide technical direction for the development of training on financial reporting to management and staff

How do I qualify?

Technical knowledge:

- you have knowledge of Generally Accepted Accounting Principles (GAAP), Public Sector Accounting Board Standards, consolidation theory/practice, financial and accounting theories/practices, normally acquired through formal professional accounting studies
- you have knowledge of financial policy/procedures and systems design/development principles & methods
- you have knowledge of government financial reporting processes and requirements, including capital accounting knowledge
- you have knowledge of performance measurement, financial and management processes
- you have knowledge of risk management and financial analysis skills to conduct senior level financial analysis and to prepare quarterly/annual ministry financial statements
- you are proficient with the use, operations, and capabilities of large-scale computer systems for financial reporting (e.g. IFIS) and can develop financial reporting requirements, generate reports, and meet ministry and central agency requirements for recording and consolidation of ministry financial information/data

Communication and interpersonal skills:

- you have clear written communication skills to prepare project material, briefing notes, operational policies and procedures, impact analysis, and other related correspondence
- you have effective oral communication skills to explain complex financial information, advise management on financial policies and reports, and to promote effective financial management through training and other communications
- you have planning, organizational and training skills to promote effective financial reporting and provide training on accounting standards and financial management/reporting requirements -negotiation/persuasion and facilitations skills
- you can build effective relationships with others
- you can provide strategic/business advice, financial expertise and briefing on a range of critical business, accounting, financial and reporting risks and issues

Analytical and problem-solving skills:

- you can lead and consolidate the accurate reporting of ministry financial statements related to government revenue, expenditures, assets and liabilities to ensure the representation of the true financial position of the ministry in the published Public Accounts
- you can develop and maintain effective operational policies, business processes, financial information reporting systems and instructions for reporting entities
- you can identify and manage risks involved in consolidating the budgets and actual financial results while ensuring the integrity and quality of data and provide impact assessment and issues resolution recommendations
- you have proven ability to evaluate trends, standards and policies using different sources of information to identify future impact to assigned programs, develop financial options and make recommendations

Leadership and project management skills:

- you have proven leadership and project management skills to lead the analysis and review of assigned program components in the consolidated financial statements
- you can provide financial direction for the design, development, and delivery of training on ministry reporting processes, systems, and standards
- you have proven experience providing financial expertise and leadership for the year-end consolidation of financial statements for the ministry, into the consolidated financial statements (Public Accounts) of the province
- you can lead the development and implementation of financial/business policies, procedures, processes, systems, and training materials to meet audit and ministry requirements for the collection, recording, and consolidation of financial information/data of the ministry
