The Telecommunications Business Analyst for Billing Systems would drive definition of internal IT tools and processes to enable Telesat Lightspeed, a new line of business being built at Telesat. As a member of the Business Operations Enablement team, you will work closely with various stakeholders including market-facing product team, IT, operations, finance, and tax to ensure tools needed for finance operations of this new line of business are understood. We are looking for someone with telecom billing transformation experience, defining requirements for IT systems in areas such as rating and charging, variable billing (a.k.a. usage-based billing), backlog reporting, taxes, and revenue assurance. This role involves marrying implications of product attributes for consumption by finance to ensure accurate billing and accounting.
Given the start-up mode, this is not a traditional role with ‘day-to-day’ responsibilities. We are looking for an analytically oriented problem solver and a team player comfortable driving buy-in on requirements versus just checking a box. This role will be of interest to self-directed individuals looking for a fast-paced environment, and who are comfortable with ambiguity and desire to transform business operations.

  • Drives business to align on needs and buy-into new concept of operation, documenting highly complex processes.
  • Provides thought leadership to stakeholders by anticipating their potential needs while also holding finance and tax teams accountable for requirements.
  • Documents processes and requirements to a sufficient level of detail, providing clarity to system features. Identifies priorities, gaps, and opportunities.
  • Perform research to ensure tools and practices are competitive in the marketplace, in areas such as Business Support Systems (BSS), Customer Relationship Management (CRM), and Enterprise Resource Planning systems (ERP).
  • Analyzes test results to ensure the solution meets the true needs of the business.

Education and Experience

  • Bachelor’s degree required, preferably in an analytical field
  • Minimum of 5 years’ experience as business and process analyst in financial operations, preferably in SATCOM or Telecommunication sector
  • Experience with financial IT systems to support billing and finance operations.
  • Demonstrated experience in telecom BSS/OSS systems preferred
  • Experience with process modeling notation such as Business Process Model and Notation (BPMN) is a plus
  • Basic understanding of satellite communication, network and/or telecommunication technologies is preferred
  • UX experience a plus
