Job Summary

The City of Mississauga is looking for a Payroll Manager who will provide operational and strategic oversight for Citywide Payroll Operations, including pension administration and reporting.

Duties and Responsibilities

Reporting to the Manager, Financial & Treasury Services, the Manager, Payroll will be required to manage a team of 7 payroll staff.

The Manager, Payroll is the point of contact for HR and other internal stakeholders to ensure quality payroll information, processes and reporting are in place as required.

The Manager, Payroll plans, manages, controls and monitors all aspects of the City’s payroll and records function and must bring both a strategic and operational oversight to the Payroll Section. The City currently has approximately 7300+ employees made up of full-time, part-time/contract staff (unionized and non- union).

The Manager will play a key role in strategic and future enhancements for the Payroll Section ensuring optimal use of technology and system solutions. This includes research and implementation of automation efficiencies.

The Manager, Payroll will also ensure operational processes, standard operating procedures, and Payroll policies are up-to date, efficient, and automated where possible.

The Manager, Payroll plays a key oversight and auditing role in the bi-weekly pay processing cycle, OMERS administration and reporting, collective agreement changes, and compliance with all legislative payroll reporting and remittance obligations for the City. This position is also responsible for initiating policy or system changes related to Payroll.

The Payroll Section is currently undertaking a payroll structure and process review. The Manager will play a key role in this project to help improve the payroll structure and processes for the future.

Skills and Qualifications

  • Certified Payroll Professional designation with a preferred minimum of 5+ years progressive working experience as a Payroll Supervisor or Manager in a large multi-payroll unionized operation with 1000 or more employees.
  • Preferred detailed knowledge of SAP Payroll System or large enterprise payroll system.
  • Preferred experience with OMERS pension reporting or large pension plans.
  • Must have above average proficiency with Microsoft word and excel.
  • Must have extensive background in all aspects of payroll processing and payroll accounting
  • Must have strong management and supervisory skills including effective team management and collaboration.
  • Must have excellent communication skills both verbally and written; able to explain complex payroll transactions and processes in a clear, informative manner
  • Must have excellent planning, analytical, problem solving, and organizational skills.
  • Must have excellent presentation skills to be able to facilitate staff meetings and provide instructional assistance; ability to make decisions and problem solve; hire staff and evaluate staff for the annual review process;
  • Must have knowledge of Provincial and Federal legislative rules and regulations applicable to payroll i.e. Employment Standards Act and regulations, CRA, and any relevant legislation.
  • Must demonstrate the ability to maintain confidentiality of information and ensure the protection of privacy information.
  • Must possess good knowledge of associated controls control, policies, procedures, and payroll best practices.
  • Must be able to meet rigorous deadlines.
  • Must be able to prioritize work for payroll staff through detailed planning of day to day activities with consideration given to special events and issues, such as year-end planning, payment of retro- active adjustments, and system upgrades for all users of the SAP system
